Who pays the Growth & Skills Levy?

Large employers with an annual wage bill exceeding £3 million pay 0.5% of their total payroll into the levy. A £15,000 annual allowance offsets the cost, meaning only the portion above £3 million is subject to the charge. Payments are made monthly through PAYE via HMRC.

Small and medium-sized employers with a payroll under £3 million do not pay into the levy but can still access government funding for apprenticeships.

Example: A £4 million payroll = £20,000 levy per year. A £7 million payroll = £35,000 levy per year. Funds expire in your account after 12 months if unused.  

What is the Growth & Skills Levy?

The Growth & Skills Levy replaced the Apprenticeship Levy in April 2026. It gives employers greater flexibility in how they use their contributions — extending beyond traditional apprenticeships to include shorter courses, skills bootcamps, apprenticeship units and other approved training programmes. From April 2026, employers will be able to use up to 50% of their levy funds on non-apprenticeship training.

What's changing from April 2026?

Shorter courses, known as apprenticeship units, are now available. These are bite-sized training modules targeting specific skills gaps in areas such as digital, advanced AI, engineering and manufacturing. Skills bootcamps of up to 16 weeks will also be available covering areas including coding, data science, cybersecurity, green skills and construction.

What can levy funds be spent on?

From April 2026, up to 50% of your levy contributions can be used on non-apprenticeship training such as shorter courses and approved upskilling programmes. The remaining 50% continues to fund apprenticeship programmes. Eligible areas include digital skills, AI, engineering, cloud computing, green skills and more.

What is a DAS account?

The Digital Apprenticeship Service (DAS) account is the government platform through which levy-paying employers access and manage their funds. It allows you to view your balance, approve training providers and manage apprenticeship programmes. The Levy Link can fully manage this on your behalf.

What happens to unspent levy funds?

Levy funds expire after 12 months if unused and are returned to the government, where they are used to fund apprenticeships for smaller businesses and reinvested into the skills economy. Effective planning is key to ensuring your contributions are fully utilised before they expire.

Can we share our levy with other organisations?

Yes. Levy-paying employers can share up to 50% of their annual levy funds with other businesses, including SMEs, clients and suppliers. This enables smaller organisations to access funded training they would otherwise be unable to afford.

Do you work with small businesses?

Yes. While small and medium-sized employers don’t pay into the levy, they can still access government co-investment funding for apprenticeships. We can help smaller businesses navigate this process and identify the right training opportunities.

How does The Levy Link support recruitment?

We provide end-to-end apprenticeship recruitment support – from attracting qualified candidates through to onboarding. Our recruitment service operates on a no hire, no fee basis, with a fee of 5% of the apprentice’s first year salary on successful placement.
