What Is the Growth & Skills Levy?

The Growth & Skills Levy is a UK government scheme that requires employers with a payroll above £3 million to contribute 0.5% of their wage bill towards training and skills development.

These funds can then be used for apprenticeships and training programmes. However, managing the levy system can be complex, and funds can expire if they are not used effectively.

The Levy Link helps employers navigate the rules, plan training strategies, and ensure levy funding is used before it is lost.

The UK’s Apprenticeship Levy has recently been replaced by the Growth and Skills Levy. This change aims to increase the flexibility for employers in how they spend their levy contributions, extending the use of levy funds beyond the current traditional apprenticeship route to include shorter courses, apprenticeship units, upskilling initiatives, and more. 

From April 2026, the first wave of short courses will become available, called ‘apprenticeship units’ in England, funded through the Growth and Skills Levy.

These courses are designed to help employers respond quickly to evolving skills needs and invest in workforce development. They will be available in critical skills areas such as digital, advanced AI (Artificial Intelligence) and engineering.

The Growth and Skills Levy will encourage businesses to invest in training aligned with local skills gaps, fostering stronger regional economies and a more resilient workforce by providing a more flexible offer.
